Having an effective job description makes good business sense as the starting point for recruiting staff, Creative ways to find potential employees such as searching company database or headhunt through recruitment jobsite or use recruitment agency to send the desired profile Screening the potential candidates And ask the right questions to hire right: in order to end up with the right interview approach in order to help you select the best candidate, Also, using the Best practices in interviewing would effect the entire process.
in order to end up having this results, you should do the following - Defines the outcomes desired from the person you hire, - Develops a job description that clearly describes performance responsibilities, - Develops the largest pool of qualified candidates possible, - Devises a careful candidate selection process to hire the best staff, - Performs appropriate background checks, - Makes an employment offer that confirms your position as an employer of choice.

Experienced can only run the business smooth sailing while the best talent can run the business to the zenith.....No doubt required experience and educational background with required skills would add feather to a cap.
I think opportunities should be given to every applicant to prove their abilities by posing a question regarding the achievement of certain strategy at the time of advertising a certain job.Questiong in a way based on job description , a right talent can be distingushed and screened by voting within the company and the other applicants, for the most talented one apart from voting for themselves(by not voting for themselves) from among the best answers and then checking of C V would be more appropriate that can also prove transperency of recriuting the right one to avoid disappointment among other applicants resulting in the development of their skills for future jobs.Voting process would ease the work of H R department in dealing and selecting such number of applicants where most of the work can be done for free by other talented too.
Their talent can also be proved by exhibiting through video CV not only in their personality looks and communication but also in other possible skills or achievements that they posses, for, it is not possible to check their blogs or websites perticularly or specifically because of the pool of applicants.
Based on these performances, call for group discussion and then an interview should be considered for any kind of recruitment.
Hope my opinion regarding selection or search for the right and best talent would serve the best possible purpose.

It starts with the competencies your organization has.. Identify competencies on which you want to give highest performance percentage to your employee on completion of probation period. Just execute this3 months before when you are sourcing and want to hire a potential resource for your organization. But in another way...you also need to have Retaining/best Culture for best/potential employees...Its a two way or give n take kind of process.... You find a potential employee but will leave if he/she does not find a best culture as per their competencies..   

To find good & talent candidate start bay asking about problems so you will know how fast gives solution and how good.only this the way know how good is candidate.
