All graphic designers are not artist and all Artist's are not designer, In every field there are technicalities, Graphic Designer is someone who knows the softwares very well but for Artist that is not necessary.

Graphic Designer - is business based designer 

Graphic Artist - More of an abstract aspect less business more art

A designer is a team member in which he or she has to deliver his or her creative part of the project (Example: Website needs garphics for buttons, banners, ADs, Font, etc...)

That is not the case with an Artist, since an artists job is to do only what is inspired rather than what is told; an artist's projects usualy is a one piece / one man job.
