Delegation is a skill and not an art. When delegating a task, one must ensure that the outcome is favourable for all parties concerned and hence assign the task to the person who is most appropriate.

If we agree on that, then no innovation will be found from the other employees!!

However, the manager is responsible to find, explore and enable the other employees skills and innovation towards performing the tasks.

Some managers might be scared to have a junior employee performing the task specifically if it is an important or critical task.

I had an experience with my manager when I was on a starting level when I have been assigned with a very critical task in a multi-million project within the company and directly supervised and supported by my manager for just a small period until I get the confidence to be working on senior and expert tasks within the Juniors years of experience.
