As web developer I can answer the development part. First collect as much details about the project as I can. Next plan those requirements and deviding then into short milestones. Then choose suitable framework to help accomplish the task. Start development, deliver the project :)

Well Firstly, you need to make a plan, starting with rough sketches of the websites, like what type of web it would be depending on client requirement for example one page, responsive, etc. then you will draw your sketch idea on Adobe photoshop with propoer resolution minimum what i prefer is 1600px in width so it will fit on any screen, then after finalizing wireframe on photoshop you need to find best suitable color scheme according to the business or the industry, then once you finalized with all the pages on photoshop you can extract it on html and css. then use html5 or javascripts to make it look more attractive through animations, and make it fluid responsive on every platform so user of ipad, mobile phone, laptop and TV can view it and use it, the main focus of your website is to make it user friendly and to showcase what's required by client, obviously your suggestions and advice would be helpful but make sure your client understand your concept.

After coding go for validations if required, make sure you get a domain and hosting ready to upload and test.

Well for me, this is how I do it:

1. Know what kind of a website the customer wants, and what he needs to go into it.

2. Do a research on how websites are actually designed at the time I'm working on the project. Website design changes, and I need my website to be up to date.

3. Design a rough "sketch" on photoshop, or Edge Reflow ( I like how it gives the feeling of an actual website), show it to the customer, and get feedback.

4. Start turning my design into HTML, which is usually the easiest part if the customer was honest in the previous stage and didn't go on making changes after I'm done coding the website.
