You need to identify the RFP is it delivery/supply only, or supply & installation, or maintenace & support.

If the engineer is the technical guy then he should concentrate on its involvement in this RFP/proposal. So he should get information from RFP related to scope/delivery, terms & conditions..

Suppose you are electrical engineer then you need to find out what is the scope related to your experiences such as scope, design, specs..etc then you should work to prepare the solution & BoM  (Bill of MAterials) related to this scope. Also you need to prepare price/cost then add margin to turn it to offer/selling price.

 

May be you need to involve the supplier/vendor to get more feedback/updated about some products availability, type of support & maintenace, product life cycle (end of sales or support).

 

Also you need to consult with other department within the company if already conducted similar project to get some lessons learned to avoid mistakes or to save money or time.
