If we need to design control system by using plc and switches if we have (normally open switches) can you make your control system design or no ?

PLC itself is substitute for switches. So yes, it is possible to control via PCL with NO switches.

The answer is yes, but also you must have an actuator such as relays, valve, lamp etc.
