Is the Internet service provider responsible for copyright and trademark infringement

ISPs  are not responsible for not blocking pirated content. Even If the media rights holders have issued a John Doe order to the said ISP org to block a certain URL promoting or carrying pirated content and if they have not blocked it , at max , the copyright owner can do is to request them to block again.
