If the prospective employee is really good and there is no other alternative for him, then we could always include an incentive for him that is known as "Special Allowance".  This special allowance would be for his special skill that other prospect candidates do not have. 

 

In this way, We don't alter the basic salary policy and also satisfy the employee since what matters to him in the end is how much money he is able to take home and not just basic salary.
