There are many SMART-FOOL as somebody said ..they sound intelligent. Examples non technical managers of technical jobs thinking business strip pull can control the project ..and they ignore the technicality and technical peoples .in this Dubai restart they will be extra patience and loose the better flow .
I agree with your terminology of Smart fools but that being said, Why do you thing Project managers from varying backgrounds are employeed in construction industry. It is not because that they are good in construcion and are aware of how to make a building but they are aware of planing & ensuring that the project is delivered as per the quality standards, within budget & on time.
That being said a good project manager will never oversee a technical managers point of view and will always value their opinions.
