What advice will you give to someone who (as Brand/Product Manager) is eager to work in the UAE, but has had no luck so far in finding a job.

I have had 4+ yrs of branding experience (in Pakistan) & UAE market research consultancy experience as well (ongoing). Plus I have been doing off shore market research work for a Canadian Company for 3+ as a free lancer as well. I went to Dubai last March for 2 months and could not find a job; I plan to go again next week.

finding Job is no less complication than selling market research to business.
you need to look for what in demand today.
you might be presenting yourself as researcher in general but the market looking for specialist in telecom or media or even transport research..
enhance your CV, have a fresh hair cut and change in the look and represent to top 10 in your area including Nielsen, YouGov, Ipsos, TNS, Feedback and look for statistic offices in the government departments ADSC, DSC etc.
contact them on the phone after sending your CV and employers receive 100ds of CV's every day.

The market is tough, i'd suggest bayt.com, better than the others out there i'd say for sure.
Moreover, as an advice, I would say that, you will definitely be able to find your job in UAE provided you keep trying without losing hope, meanwhile you keep yourselves occupied as well.
If you are eager to provide your valuable service for the region, there will certainly be firms who'd require your service out there as well, it's just a matter of time.
Let's not talk luck here, as that is something which comes by the harder you work.

First of all you need a professional (impressive) CV and cover letter, something that will attract the attention of employers.
One way to see the difference between these is to advertise a job opening and then analyze the job applications you get and see which impress you.
A proper CV / cover letter will get your application to the next level.
After you have your new CV and cover letter, don't JUST rely on emailing these to employers.
If the ad has a phone number, do give them a call.
Tell the HR manager about yourself and that you'd look forward at getting an interview.
Tell them how you are the right person for the job and how the company will benefit from having you as an employee.
Also, make visits to companies directly and hand over your CV to the HR department.
Use this opportunity to introduce yourself and your qualifications, skills, achievements, and tell them you are seeking a job.
Many people say they get more positive results in this way then through emailing / faxing CVs.
Know that your email / fax is one of hundreds that the employer gets and may never get looked at! So a personal visit is more likely to get you a job than an emailed / faxed CV.
When you finally get an interview, consider the type of questions you might be asked - you can research this and rehearse answers to expected questions.
You might even be able to see on some company websites what sort of things they inquire about in interviews and what kind of people they are looking for.
If you can get prior information about the company, then do say a few points about the company you are applying to.
It makes an impression.
For example, you might say: "I see XYZ Co has just expanded to (other region or other product)..." and then speak about how you worked in that region and what your achievements were etc.
Always rehearse what you will be saying well.
And be truthful - don't ever lie in an interview.
A few days after your interview, follow up by giving the interviewer a call and inquiring about your interview.
Statistics say that those who do are more likely to get the job than those who don't! And good luck with your job search.
