Job Description

Strategic


1.Formulate the short and medium-range operational objectives and plans for the Training and Development section, aligning them to the plans for the Human Resource Department in compliance with Dubai Custom policies and procedures.


2.Contribute for improving Training and Development activities in Dubai Customs by providing information for incorporating efficient Training and Development standards, strategies and procedures in annual strategic and operational plan for Human Resource department, aligning with Dubai Customs’ strategies to accomplish Dubai Customs’ mission, vision and values.


3.Contribute to the development of policies and procedures as well as implementation of the Training and Development methodologies and technologies for improving efficiency and productivity in the organization to attain goals that are measurable and achievable.


Financial


4.Prepare the annual budget for the Training and Development section and obtain the necessary approvals and also monitor the implementation of the budget for the proper usage, in compliance with financial policies


Operational


5.Ensure the development, delivery and evaluation of Training development services for better training activities.


6.Oversee development, implementation and management of organizational and individual training needs analysis frameworks to understand the training needs and requirements.


7.Handle development, implementation and management of competency based career development and succession planning frameworks to develop behavioral and technical competencies of staffs.


8.Ensure development, implementation and management of employee development programs including management development and graduate development programs to encourage employees improve their educational qualifications and skills.


9.Oversee induction, orientation and on the job, training programs to support staff in understanding and performing confidently and efficiently.


10.Ensure implementation of international best practices and standards in resource development and training administration functionalities to be trained according to the worldwide standards.


11.Monitor, evaluate and improve training and development programs, processes and systems for efficient training and career development.


12.Integrate training tools, methodologies and strategies including technology based learning, action learning and simulations to make learning and implementation easier.


13.Ensure that the training and development curriculum and teaching resources are developed and used in an efficient manner for organized and scheduled training and career development process.


14.Oversee development, management and review of client education programs to ensure increased understanding.


15.Review feedback mechanisms to evaluate and analyze training programs impacts including workplace assessment.


16.Ensure work placements for college students, taking care of scholarships and internships, to provide opportunity for students to earn while they learn.


17.Monitor and improve the quality of training resources to optimize learning outcomes.


18.Establish selection criteria and standards for training providers to obtain best training.


19.Interface with training providers to manage and monitor delivery of training programs.


20.Establish and maintain networks with a range of stakeholders for conducting various useful training and career development programs.


21.Promote the role of the section to be utilized for improving the overall performance of Dubai Customs operations.


22.Participate in special projects and assignments in relation to Training and Development functions.


23.Perform all other duties as assigned by Director – Human Resource Department.

24.Maintain confidentiality, integrity and availability of information in line with Dubai Customs information security policies and procedures in order to protect information from any disclosure or misuse


Development


Provide leadership and manage, motivate, establish employee goals, conduct employee performance reviews, recommend appropriate training programs and advice on resource management for Training and Development section staff, to achieve the overall objectives of the Human Resource Department and Dubai Customs


Qualifications and Experience


Minimum Educational Requirements:


Degree in a relevant discipline e.g. HRM, education, business etc.


Graduate Diploma in Customs Management


Experience:


13 - 15 years business related experience with responsibilites related to planning, team management, budgeting, business performance management, people development, developing strategy and innovation.
