I believe the entire Restaurant Staff are responsible for good customer service, as with all business. The complete company should actually care about their customers.
It will be so hard for a customer service employee or in this case Front of House staff to provide a good customer care without the support of the rest of the staff.
It includes all the staff, once you work for a company (a restaurant in this matter) you have an obligation and responsibility to keep a good image for for your organization. Its a team, and for a proper team to function well they should be able to cooperate with other, use a positive language, proper time management skills, communication etc
