How to hire new people for my business who truly fit the culture and have the passion for what I do?

Sometimes we hire people, but we realize that they are not passionate about what we are doing. Then it's not reasonable to expect the best out of those people. It's better to do a test before they are recruited if the have the same passion that I have about my business
