What we are looking for


Senior management experience within humanitarian/recovery contexts with Core Competency expertise. Proven programme management and leadership experience from varied humanitarian and refugee contexts.


Knowledge of cash-based interventions and market based programmes as well as experience from working with partners and setting up partnerships.


A good understanding and knowledge of the Lebanon context and the wider MENA region.


What you will do


The purpose of the Head of Programme position is to develop and ensure implementation of holistic high-quality programmes. You will be in charge of overseeing the strategy and implementation of NRC activities in Lebanon, building on a solid team and expertise. 


The context is fascinating and challenging - refresh thinking around durable solutions for a protracted refugee crisis, fence the protection space, respond to a conflict/post-conflict context in the South, all happening in a country going through a deep economic and political crisis. Funding portfolio is around 30 million. 


We are looking for a Head of Program who will refine NRC positioning on our best added value, drive localisation and partnership strategy, and maximise the impact of our operations and continue smiling :). 


Key responsibilities:


  • Provide programme input to Country Strategy and Plan of Action and lead on the implementation of relevant objectives under 2022 – 2026 Country Strategy in line with annual action plans placing humanitarian and development coherence at the centre of NRC programming.
  • Development of Core Competency strategies that are aligned to regional and global priorities and strategies.
  • Identify funding opportunities, develop funding strategies and forecasts. Support the Country Director in developing and implementing the fundraising strategy (including periodic analysis of donor trends and alignment of country fundraising plans) and other documents for donors’ engagement.
  • Actively promote synergies between Advocacy, MEAL and Programs ensuring immediate assistance to refugees and vulnerable Lebanese is closely tied to effective engagement at the policy level.
  • Lead the development of quality proposals and reporting ensuring sound and timely grants management through NRC’s project cycle management framework and in line with donor requirements and best practice, promoting cost efficiency to maximise impact of resources.
  • In-country representation - promote NRC’s effort to ensure strong coordination and engagement with national authorities and national civil society in order to foster strategic partnerships with national and local stakeholders.
  • Quality control, M&E and organizational learning. Take the lead in the annual review process of the strategy ensuring learning is at the centre, building from the M&E plan implementation.
  • Line management and capacity building of Core Competence Specialists/Programme Development Managers, Head of Programme Support Unit and Protection Mainstreaming advisor.
  • Development of holistic and needs based programmes, favouring partnership when relevant and actively working to increase refugees, host community and conflict affected community participation in decision making.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

What you will bring


  • Minimum 5 years’ experience from a senior management position in various humanitarian/ recovery and refugees' contexts, with Core Competency expertise. 
  • Experience from working in complex and volatile contexts.
  • Knowledge of cash-based interventions and market based programmes.
  • Experience with working with partners/ setting partnership.
  • Experience leading and managing teams.
  • Fluency in English, both written and verbal. Knowledge of the Arabic is an asset 
  • Valid driver’s license.

Understanding of and commitment to:


  • organisational learning, quality management and development.
  • working collaboratively with technical and operational colleagues within a matrix structure.
  • Ability to work under pressure, independently and with limited supervision.

What we offer


  • Duty station: Beirut, Lebanon. Beirut is a family duty station (this is currently under review given current context).
  • Contract: 24 months, renewable subject to funding and performance.
  • Travel: Approximately 30% in country.
  • Salary/benefits: Grade 11 on NRC salary scales, with accompanying terms and conditions.
