Job Description:


Job title: National Director – World Vision Lebanon

Location: The position is based in Beirut where World Vision (WV) Lebanon National (Head) Office operates.


PURPOSE OF THE POSITION


  • The National Director for World Vision Lebanon will lead World Vision’s country program in terms of:


  • Strategically leading, developing and directing the implementation of all aspects of the WV Programme, aligned with WV’s Partnership Strategy, in advocacy, development and relief/emergency, as an effective and responsible member of the Partnership.


  • Ensuring high Ministry Quality and high impact in the field; be accountable for all of aspects of WV’s work in the country and ensure proper financial management, risk management, audit compliance and security.


  • Engage with the Advisory Council ensuring their input is sort on strategic direction, and WV’s Governance policies are fulfilled.


  • Organizing and leading the Office’s Senior Leadership Team, ensuring that the strategy is aligned with WVI Global Partnership Strategy while meeting desired goals and objectives.


  • Represent WV to all media, donors, project partners, other WV Partnership offices and divisions, local government, church representatives and non-governmental organizations or as deemed appropriate.


World Vision is looking for a senior, experienced humanitarian leader with a strong track record in complex fragile contexts, and excellent team leadership, communications, risk and relationship management skills.   


MAJOR RESPONSIBILITIES


Strategy & Planning  


  • Provide overall leadership in line with WV’s Vision, Mission, Core Values, Strategic Priorities, and Imperatives.


  • Develop and implement National Office strategy (aligned with the WV Partnership Strategy, Our Promise) and Annual Operating Plan with clear, realistic, and measurable targets.


  • Ensure strategic and operational alignment of all National Office functions to meet humanitarian needs while considering operational feasibility and technical quality.


  • Lead and be accountable for business planning, annual budgeting and acquisition of funding to implement the strategy (includes ensuring proper cost recovery in all grants and other funding streams).


  • Lead in assessment and implementation of enterprise risk management and business continuity contingency planning.


  • Engage with the Lebanon Humanitarian INGO Forum to align WV’s emergency response actions with humanitarian priorities as set out in the annual Lebanon Response Plan


Leadership & Management


  • Lead the National Office team in a manner that facilitates a high-performance culture, open trustworthy relationships and integrity; Promote a culture of learning and development, employee engagement and good stewardship of human capital in the office; Build sustainability through effective organisational succession planning.


  • Ensure an organizational structure that results in optimal efficiency and effectiveness, minimizing duplication and leveraging synergies across the office


  • Ensure high standards of management of people, financial, capital and technical resources of the office while Inspiring and maintaining high standards of work and clear accountability to stakeholders.


  • Model a high standard of Christian leadership, maturity and integrity as an example to staff, and provide overall spiritual leadership for the National Office


  • Ensure that effective management of internal and external risks management are in place, including standards for monitoring, escalating to and managing incidents.


  • Ensure internal communications mechanisms are in place so policies, information and decisions are shared with staff as appropriate.


  • Support an effective Advisory Council (AC) for World Vision in Lebanon to fulfill its governance responsibilities while ensuring that the Advisory’s Council development strategy and forward plan matures in line with the National Boards Policy.


  • Work closely with the Chair of the AC to engage the council in accordance with WV Partnership Policies and Practices for good and effective governance of the National Office.


External Engagement & Advocacy 


  • Represent WV, establish and maintain collaborative relationships and partnerships with host government, donors, other NGOs, humanitarian community, and Support Offices,


  • Ensure that WV-Lebanon engages in relevant national coordination mechanisms and, consortium meetings including representing WV as Head of office at relevant NGO coordination meetings and forums.


  • Ensure a strong advocacy capacity, in particular child-focused themes aligned with strategy and organizational priorities as well as global WVI policy and advocacy initiatives.


  • Provide leadership and support to WV Partnership international advocacy initiatives and campaigns


Ministry Standards/Accountability


  • Ensure high ministry quality and high impact by developing and implementing programs which meet World Vision’s highest quality and standards.


  • Ensure that all programs are implemented, monitored and evaluated to measure impact and in accordance with donors, SOs, Region and other stakeholders’ frameworks.


  • Ensure that feedback and complaint mechanisms for beneficiaries, communities, other stakeholders, and World Vision staff are in place.


  • Ensure that all programs are implemented, monitored, and evaluated according to agreements with donors and other stakeholders.


  • Ensure all programs reflect WV’s environmental stewardship policy.


Finance & Compliance


  • Ensure financial resources are managed according to agreements with donors and standards approved by World Vision.


  • Ensure that audit reports are responded to, and recommendations implemented within approved / agreed timeframes.


  • Ensure efficient and effective organizational practices that would result in successful financial and operational audit scores.


  • Ensure a close, effective and supportive relationship is developed with the Regional Business Support functions’ (Finance, Supply Chain, Security, People & Culture and IT) to improve efficiency and eliminate unapproved organizational obstructions.


  • Ensure strong operational compliance through timeliness and completeness of program/project reports.


  • Exercise good stewardship over all resources by maintaining sound internal controls, risk register, procedures, and records according to WVI accountability standards.


People & Culture (Human Resources)


  • Ensure that P&C policies are adapted and aligned with those of World Vision International and compliant with local labor regulations.


  • Ensure that the quality of staff recruited and retained are at a level to meet the organization’s overall performance expectations.


  • Promote a culture of learning and development, employee engagement and good stewardship of human capital in the office.


  • Ensure P&C establishes a staff care function and mechanism that supports staff psychological well-being.


  • Ensure that World Vision remains a fair, attractive and competitive employer, capable to draw high talent from the local labor market.


Security


  • Ensure that World Vision’s security policies and protocols are implemented and monitored on a regular basis.


  • Ensure the ongoing monitoring of the external security environment.


  • Ensure that World Vision’s ministry is enabled to reach the most vulnerable children, in the hardest to reach places, while keep WV staff, assets and beneficiaries safe and protected


Reporting & Knowledge Management


  • Ensure that all internal and external reporting requirements are planned for, and quality reports are submitted on time. This will include regular reporting on the situation, potential impact and risk, progress and development of the program.


  • Ensure that communication products are developed and disseminated to internal and external audiences.


  • Ensure internal coordination & information sharing mechanisms result in improved staff awareness and performance.


KNOWLEDGE SKILLS AND ABILITIES


  • A minimum of 5+ years in Senior Leadership roles with International NGOs in emergency relief, rehabilitation and transition, and transformational development programming


  • Demonstrated understanding of humanitarian principles, standards, and best practices.


  • Excellent communications and relationship management skills, with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.


  • University degree or qualification in a relevant subject with a focus on team management, project management or other relevant skills


  • Proven work experience in dynamic conflict zones.


  • Experience in working in complex political contexts.


  • Experience in working in a matrixed organization, combined with good understanding of how mutual accountability and collaboration works in such environments.


  • Strong communication skills (oral and written) with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.


  • Proven track record of growing and managing multi-million-dollar budgets.


  • Politically astute and well-developed diplomatic skills (dealing with host governments, donors and staff).


  • Experience working in high pressure, rapid response environments with multiple risks.


  • Effective in written and verbal communication in English


Preferred Skills, Knowledge and Experience


  • Experience in program management and implementation of multi-sectoral projects


  • Understanding of the international humanitarian system, particularly the systems, structures and key actors


  • Understanding of the key accountabilities that must be maintained in programs in dynamic conflicting zones and complex political contexts (beneficiaries, donors, peers).


  • Ability to lead strategic planning processes.


  • Strong team leadership skills


  • Emotional intelligence (self-awareness, managing emotions and those of others, remaining calm/composed, dealing with ambiguity and change)


  • Ability to work in coordination with other humanitarian organizations.


  • Ability to analyze and make decisions in challenging situations in the absence of specific guidance and/or full information.


  • Ability to communicate and model to staff positive behaviors which help them remain resilient and effective in dynamic and high-pressure environments.


  • Experience in the Middle East.


  • Knowledge of Arabic is an added advantage
