Job Description

ROLE PURPOSE: 


As a member of the PDQ team, the Shelter and WASH Specialist will support the technical advisor in ensuring quality technical support for WASH & Shelter programming in SC Lebanon. This involves various tasks such as program implementation support, capacity development, curriculum analysis, and partnership management.


CHILD SAFEGUARDING: 


Level 3 :  the post holder will have contact with children and/or young people either frequently because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


SCOPE OF ROLE: 


Reports to: Program Quality & Impact Adviser


Budget responsibility: No


KEY AREAS OF ACCOUNTABILITY


Technical Support to Field Level Program Implementation. 


  • Disseminating approved SOPs, guidelines, and technical protocols to WASH & Shelter field staff.
  • Monitoring field implementation for compliance and offering necessary support.
  • Revising and guiding adaptation of SOPs, guidelines, and technical protocols as needed.

Capacity Development: 


  • Conducting capacity needs assessments for WASH & Shelter programming.
  • Designing capacity building plans for staff and partners aligned with program goals.
  • Delivering trainings and other capacity development approaches.
  • Monitoring progress and recommending enhancements.

Curriculum and common approaches analysis and contextualization.:


  • Developing SCI materials and approaches in collaboration with the team.
  • Reviewing and enhancing materials for accuracy and relevance based on team and community collected feedback.
  • Supporting the development of intersectoral tools in coordination with other thematic technical advisers and team members

Partnership management and national coordination.


  • Establishing and maintaining partnerships with NGOs/CBOs and national governance structures.
  • Representing SC in national coordination platforms and technical task teams when relevant
  • Serving as a liaison with the related ministries and task force
  • Collaborating with relevant government agencies on tools and standards development.

Monitoring, Evaluation, Accountability and Learning.


  • Supporting monitoring and evaluation activities with a focus on learning outcomes.
  • Conducting field visits to ensure program quality benchmarks are met.
  • Supporting coordination and quality assurance of evaluations and research initiatives.
  • Strategy, Advocacy and Communications Support. Working with the PQI Adviser and other relevant SC Units, this role covers:
  • Assisting in the development of CO strategies.
  • Supporting advocacy efforts for Shelter, WASH, and Climate change.

QUALIFICATIONS


  • Bachelor’s degree in Engineering/construction/shelter-related field; Master’s degree preferred.
  • Fluency in written and spoken Arabic and English; French is an asset.

EXPERIENCE AND SKILLS


Required


  • Minimum 6 years of relevant technical experience, including 3 years in humanitarian shelter/WASH.
  • 2 years of experience in capacity building design, management, and delivery.
  • Advanced reporting, presentation, and interpersonal skills.
  • Understanding of climate/DRR policies and Government of Lebanon procedures.
  • Substantial emergency preparedness and response experience.
  • Supervisory, training, and coaching abilities.
  • Assessment, proposal writing, and project cycle management skills.
  • Experience in developing and managing shelter & WASH projects in fragile contexts.
  • Advocacy and relationship-building with governments and donors.
  • Strong interpersonal, negotiation, and coaching skills.
  • Cultural awareness and ability to work in diverse environments.

Desirable:


  • Experience working at community level with a wide range of stakeholders.
  • Prior experience as a Master Trainer and/or in capacity building or coaching of teachers.
  • Prior experience in a similar position with a local or international NGO.
  • Experience working with multi-grade/multi-level classes.
  • Ability to synthesize and develop high-quality knowledge products from diverse data sources including programmatic materials and tools; outstanding gender analysis skills 
  • Exceptional communication and interpersonal skills to develop strong working relationships across cultural and organizational boundaries with internal and external stakeholders, and managing through influence
  • Works collaboratively with team members to drive forward progress
  • Comfortable working independently with little supervision, as well as with receiving and accounting for direction and engaging as part of a dynamic team.
  • Computer literacy including Internet, Microsoft Office (Outlook, Word, Excel, PowerPoint, Access)
