The Post holder will report
to the Qatar Head of Supply Chain for the Supply Services Operations Service
and will be responsible for meeting agreed KPIs and availability output on a
daily basis for all ML2 ML4 assets on base through the Depth Bays to meet
operational requirements.
Repair Strategy Optimisation
- will review the as-designed MPol and suggest amendments based on contracted
Customer requirements and value for money. This will involve supplier
negotiations and engineering change.
Maintain Supply Chain Data
quality, manage the movement and quality assurance of all assets within
Maintenix through the ELP including Part M inspection and the expedient
resolution of all quarantined items.
The Upgrade &
Modifications Management service - will co-ordinate and control all Customer
upgrade assets through the Supply Services in line with agreed modification
plans and individual Customer constraints.
The post holder will be
responsible for building and maintaining excellent working relationships with
both the on base depth bays, ML4 order book service Manager, IMS Business
Support manager and CAMO Data Integrity Manager in addition to the Customer organisation
for the optimisation of repairable assets on base.
Furthermore, they will be
responsible for ensuring that the allocated resource has appropriate skills, is
motivated, effective and at all times complies with Safety, Quality and other
internal and external regulations.
Performance Management – Provide effective leadership
of repairs management activities by setting targets in line with contractual
& business requirements, monitoring & reviewing progress and
achievement ensuring trends are identified and enacted upon that may impact on
continuing airworthiness or contractual KPIs. Resolve and escalate issues as
appropriate
Completion of activities – Ensure all repairs
management activities and transactions are appropriately documented and records
maintained on relevant systems (IT / paper based).Responsible for the continuous development of
activities including facilitation and management of reviews.
Optimisation of on base repairs through the Depth Bays
and efficient management of ML4 assets to meet the operational requirement of
the contract to support operational flying requirements and the capability of
the bay, planning and forecasting bay throughput to maintain serviceable assets
in stock.
Safety Management System – Thorough knowledge of human
factors, error management, risk and safety management, within a CAO
environment, together with undertaking proactive hazard analysis and
mitigation.
Ensure the direction and objectives of ELP Repairs management resource align with the overall Business and project
objectives meeting any contractual requirements/key performance indicators
Provide leadership and direction to the ELP Repairs management team in order to deliver agreed
deliverables. Influence on direction also extends to customers, service
providers and partnerships.
Performance management of the ELP Repairs
management team to ensure that total performance is achieved.
Provide support in all contracts and Supply Chain sourcing
decisions to ensure that the correct decision is made that best meets business
requirements.
Effective management of project risks and opportunities, including
warranties to ensure that these are managed to avoid additional costs to the
business, or opportunities are maximised
Deliver/input appropriate monthly ELP Repairs
management data/reports to senior management so that effective decisions
can be made.
Manage and maintain effective working relationships with all SC
and CAO stakeholders to ensure that trust and collaborative working is
established/maintained.
Support the improvement and development of the end-to-end supply
chain, ensuring that activities are synchronised with (e.g. industry, forward
and depth) Supply Chain operations and that other Government Furnished
Equipment (GFE/X) activities are managed effectively
Management of all budgets and associated reporting processes to
ensure that costs are effectively managed and controlled
Ensure the infrastructure, facilities and resources are available
to the ELP Repairs managementteam in order to deliver the contract
to ensure key performance indicators are met
Responsible for the development and deployment of ELP Repairs managementIT
infrastructure and data configuration to ensure these support the CAO/Supply
Chain strategy
Promote the generation, implementation and sharing of best
practice across the wider CAO/SC community to support a total performance
culture
Completion of activities – Ensure all ML2/ML4
activities and transactions are appropriately documented and maintained on the
relevant IT system.
Responsible for the continuous development of
activities including facilitation, deputation and management of reviews where
necessary.
Provide effective management leadership for all
calibration item by maintaining serviceability rates and meeting servicing
requirements and monitoring and reviewing performance against contractual KPI’s
Ensure any shortfalls are identified, resolved or
escalated where necessary.
Provide support to the team, and compile appropriate reporting
mechanisms to identify any issues, resolve or escalate as appropriate. They
will also be responsible for the facilitation, deputation and management of
reviews where necessary.
Procedure/Standards – Ensure the team are compliant with the
customer CAME/ 145 MOE, and their associated procedures and compliance leaflets
along with any BAE Systems Company procedures.
Contractual Requirements – Manage and support contract reviews and
ensure communication of any changes into activities as appropriate
Compliance & Assurance – Ensure demand management activities
are compliant with the Part M procedures, in conjunction with the Part 145
Maintenance Governance and Assurance framework. Support any audits (QEAF &
BAE Systems) and respond to any findings in a timely manner.
Provide supervision and co-ordination for a team; ensure that team
members are fully motivated, trained and competent to generate work to a
standard that meets the requirements of the business, customer and the
contract.
Ensure that department procedures and processes are in place and
adopted to ensure safe working.
Statutory / Regulatory & Legislation requirements – Able to
demonstrate a detailed understanding and application of the Continuing
Airworthiness Regulatory framework and ensure the organisation is advised of
any changes; Ensure compliance with all other requirements, e.g. ITAR/WOME
Management and maintenance of effective working relationships with
all stakeholders
Liaison with (and provide specialist advice and guidance to)
inventory planning, procurement, engineering, finance and line/bay maintenance
in order to overcome supply and demand problems. Liaison also extends to
service providers and partners.
Analysis and interpretation of usage and transaction data to
identify repetitive problems and inform appropriate stakeholders and where
appropriate support the implementation of any corrective action.
Facilitate alternative solutions for urgent
requirements.
Facilitate the progression and hastening of urgently
required items
Provide supervision and coordination for a team;
ensure that team members are fully motivated, trained, capable and able to
generate work output of a quality to meet all requirements of the business,
customer and contract.
Ensure that all team members are fully deployed and
that the work of the team is completed on time, to schedule and achieve quality
requirements.
Ensure both internal and
external customers receive the level of service expected of business KPIs;
specifically the QAF Typhoon Fleet receives what they need on time and to the
highest quality
Monitor performance of the
Bays. Support the identification and acceptance of alternate vendors as
required
•Requires
knowledge of a Continuing Airworthiness Organisation (CAO), Supply Chain
operations tools and techniques, protocols and procedures. Continuous
improvement, capability development and sustainment are also an integral part
of the role.
•Has
stakeholder management skills and maintains relationships throughout the CAO
and Supply Chain (e.g. Maintenance, Engineering, Procurement, and
Finance).These relationships also
extend to customer, partner and supplier organisations.
•Requires
a good knowledge of SC accounting systems (Maintenix) and associated processes
and procedures including the CAMO requirements in the management of hardware.
•Requires
an understanding of how BAE Systems operates and how the role fits within
this.The ability to set direction and
manage change in accordance with both internal and external requirements.
•Requires
excellent analysis and planning skills along with excellent relationship
building and problem solving skills, able to utilise appropriate IT systems.

how to capture requirements and interpret these in order to set realistic plans
