Role Purpose


Manage and implement the OXAGON building and infrastructure Commissioning Program including the associated Saudi Green Building Code, USGBC LEED and equivalent requirements to support NEOM meet their Sustainability vision and commitments.



KEY ACCOUNTABILITIES & ACTIVITIES



The OXAGON Sustainable Development department is searching for a dynamic and proactive commissioning manager to join the team. This is an exciting and unique opportunity for an experienced career professional with highly developed technical knowledge in commissioning and associated systems.


The NEOM giga-project aims to address some of the most pressing challenges facing humanity by bringing together a community of the brightest minds committed to reimagining what a sustainable future will look like in 20 to 30 years and building it today. As such, this role is critical in supporting the implementation of NEOM OXAGON’s Sustainability Commitments in the planning design, construction, and operation phases for all projects across the region. The Commissioning Manager is responsible for the following, but not limited to:


  • Plan, lead and manage the commissioning process so that not only the engineering design intent is met but also that the sustainable and integrated performance of the building and its engineering services is achieved. The CxA shall provide an unbiased perspective of the commissioning process.
  • The CxA will provide advice on commissioning activities from system design to project completion (from BSRIA Commissioning Management guide). He/she will manage, oversee, and check the commissioning of building services that may include electrical, mechanical, BMS, and hydraulic.
  • Importantly, the role of the CxA does not assume nor negate the responsibilities of the Design Consultants and Architect and the like during the design, construction, and commissioning phases. The CxA will ensure the Design Consultants and Architect have an obligation to ensure their design is inherently commissionable and the CxA will identify interdependencies with other services or structures. The CxA will still carry out their own detailed defects inspections during construction and participate in the witnessing of their relevant systems, and the Design Consultants and Architects will still need to sign off on their respective designs (and that the construction meets their design intent).
  • The CxA shall also participate in quarterly reviews with the building owner, tenant, design team, Contractor and specialist trade sub­ contractors during the defect’s liability period and provides input to any post occupancy performance test reports being prepared by others for issue to the Client.
  • Provide Independent Commissioning Agent services in accordance with the requirements of the USGBC LEED BD+C and/or EBOM submission guidelines.
  • Review the basis of design and design intent for the nominated building systems including the preliminary working documentation. Ensure that the design is inherently commissionable and consistent with the objectives of the commissioning process defined by the approved commissioning standards & guidelines.
  • Introduce commissioning standards and strategies to the design development team early in the design process. Identify commissioning & testing requirements for the nominated building systems.
  • Oversee and lead a Services and Maintainability Review in accordance with the requirements of USGBC LEED BD+C and/or EBOM submission guidelines including at a minimum:
  • During the design stage prior to construction lead a comprehensive services and maintainability review addressing the following aspects for all nominated building systems:
    • Commissionability.
    • Controllability.
    • Maintainability.
    • Operability, including 'Fitness for Purpose'; and Safety.
  • Facilitate input from the design team, the facilities manager/ operations staff (if known) and any relevant suppliers and subcontractors.
  • Document the review and its outcomes in a Services and Maintainability Report to be agreed and signed off by all parties involved in the review.
  • Develop commissioning plan guidelines for the nominated asset systems, in accordance with the requirements of the USGBC LEED BD+C and/or EBOM submission guidelines and approved commissioning standards & guidelines, that identifies at a minimum:
  • Proposed responsibility organization chart for delivery of commissioning scope. Responsibilities of parties involved in the commissioning process.
  • Expected sign offs by the head contractor's services engineer during the commissioning phase. Expected deliverables of contractors during commissioning.
  • Requirements to provide calibration certificates for testing & commissioning instrumentation. Plant items that require commissioning for each discipline.
  • Plant static completion checks, quality assurance and pre-commissioning activities.
  • Requirements for installation checklists, inspection test plans, data records, commissioning records etc. required to be completed by contractors to evidence pre-commissioning and commissioning of plant items.
  • Requirements for witness testing & acceptance, commissioning reporting, operation & maintenance manuals, system handover & training.
  • Contractor requirements during the post-occupancy building tuning and performance monitoring phase, including optimizing of building services requirements & updates of records to reflect tuning activities.
  • Review shop/for construction documentation and confirm commission ability of the nominated building systems including identification of any design changes necessary for commissioning to be effectively carried out.
  • Review and provide comment on the contractor developed detailed commissioning plan/manual covering each of the nominated building systems and ensure the requirements of USGBC LEED BD+C and/or EBOM submission guidelines and approved commissioning standards & guidelines are met.
  • Conduct commissioning coordination meetings at regular intervals through pre-commissioning and commissioning phases. A minimum of monthly meetings generally through the construction phase shall be allowed for leading to weekly meetings during the d
