Role Purpose
The Customs Operations Assistant Commissioner is responsible for implementing and enforcing regulations relating to imports, exports and customs clearance.
They will oversee and manage all customs operations at the border control points. These include Neom Bay airport, Oxagon port and multiple land crossing points.
They will lead a team of customs professionals, implement policies and procedures, and collaborate with internal and external stakeholders to achieve operational objectives and ensure efficient and compliant movement of goods across borders.
KEY ACCOUNTABILITIES & ACTIVITIES
- Lead and oversee all aspects of customs operations, including customs inspection and security matters, at all the border control points in Neom. These include Neom Bay Airport, Oxagon Port and multiple land crossings points with the base economy of KSA.
- Plan, organize, and manage the day-to-day customs operations to ensure efficient and timely clearance of goods.
- Implement policies, procedures, and controls related to customs operations to ensure compliance with Tax & Customs regulations.
- Support IT team in identifying requirements and implementing Tax & Customs core systems and Single Window.
- Identify potential risks and vulnerabilities in customs operations and develop risk mitigation strategies.
- Implement security measures to prevent illegal activities, such as smuggling and fraud.
- Conduct investigation and enforce penalties for violation of Tax and Customs regulations.
- Coordinate with relevant government agencies, including law enforcement and security organizations, to ensure the effective implementation of security protocols and measures at the borders.
- Develop and maintain positive working relationships with customs brokers, freight forwarders, and logistics providers.
- Prepare regular reports on customs operations, inspection outcomes, security incidents, and compliance status.
- Lead and manage the customs operations team, providing guidance, training, and mentoring to ensure high-quality service delivery and compliance.
- Support the development and enhancement of all processes, procedures, and documentation necessary for the function, ensuring operational excellence and continuous improvement.
- Set performance objectives, conduct regular performance evaluations, and provide feedback.
- Actively support and respond to any requests from leadership related to department activities, ensuring effective collaboration and alignment with the goals and strategies of the Neom authority and the Department of Tax and Customs.
BACKGROUND, SKILLS & QUALIFICATIONS
Knowledge, Skills and Experience
Knowledge, Skills, and Experience
- 12+ years of experience in the public sector.
- 8+ years of management experience in the public sector.
- 5+ years of experience in a Customs authority within the public sector.
- Extensive knowledge of Customs laws, regulations, procedures, and security protocols.
- Strong understanding of international trade principles and practices.
Qualifications
- Bachelor’s Degree in a relevant field is required. Master’s Degree is preferred.
- Certification in a relevant field is preferred.
- Fluency in English.
