Job Description

Summary


The Manager of GIS and BIM plays a pivotal role in the Regional Planning Unit (RPU) by overseeing and optimizing GIS and BIM activities. In this capacity, they leverage cutting-edge tools and data to address critical aspects of urban development and planning at various levels. Their mission is to provide indispensable decision-making support within the RPU.


This role revolves around harnessing the power of GIS and BIM as foundational instruments. The Manager is entrusted with creating, curating, and maintaining GIS and BIM data. Additionally, they collaborate closely with the RPU team and the broader Urban Planning Department to ensure seamless integration of this information into all phases of master planning.


Directly reporting to the Director of the Regional Planning Unit, the GIS Manager maintains direct communication channels with both internal and external stakeholders. This ensures that all master planning endeavors align with NEOM's overarching vision and adhere to its core planning principles.


Key Accountabilities and Responsibilities


  • Collaborate with various departments and sectors to address and resolve master planning and urban design challenges, advancing the planning agenda.
  • Apply extensive expertise in GIS and BIM to assess plans, working collaboratively with multidisciplinary teams.
  • Create and regularly update GIS data, perform analyses, produce maps, reports, and graphical/textual representations covering all facets of master planning and urban design, across different scales.
  • Execute any assigned tasks in the field by the Director of the RPU, including the delivery of presentations to internal and external stakeholders.
  • Offer technical guidance for cross-disciplinary analytical studies, conduct planning and urban design investigations, and prepare associated reports as needed.
  • Lead and support the GIS and BIM team members in ensuring adherence to GIS and BIM guidelines, standards, and codes to maintain data compliance with NEOM and UPD standards.
  • Foster close coordination with team counterparts and consultants to ensure that review comments and recommendations related to GIS and BIM deliverables are fully integrated into subsequent iterations.
  • Collaborate with other sectors and proponents, such as the NEOM Authority Land Registry team, to synchronize GIS and BIM data and processes.
  • Provide technical expertise in the development or review of policies and procedures related to GIS and BIM planning practices and systems.
  • Engage in ongoing research and stay current with GIS and BIM technologies and industry best practices.
  • Contribute to the development of key performance indicators (KPIs) for design reviews and champion their implementation within the team.

Background, Skills


  • Possesses over 15 years of extensive experience and in-depth knowledge in the development of GIS (primary requirement) and BIM systems (secondary requirement) within the context of large-scale, multidisciplinary development projects spanning various sectors, including residential, commercial, industrial, sports, and marine.
  • Demonstrates advanced proficiency in utilizing ESRI ArcGIS Pro software for tasks such as data creation and editing, data conversion, spatial analysis, topographic analysis, and the preparation of mapping presentations.
  • Exhibits excellent graphic design skills, capable of independently producing reports and graphic presentations.
  • Demonstrates a track record of effectively managing workflows and deliverables within the GIS and BIM team, overseeing subordinate team members.
  • Proven ability to implement design review strategies, troubleshoot in real-time, and make informed decisions within a fast-paced environment.
  • Establishes and maintains professional relationships and trust with colleagues, as well as internal and external stakeholders.
  • Strong communication skills, both verbal and written, with a proficient command of English and the ability to confidently present to diverse audiences, whether in small or large groups.
  • Stays updated on the latest industry technology trends, enabling the development of high-tech designs and the integration of smart solutions into project designs.
  • Proficient in specialist architectural and graphic design software and applications, including AutoCAD, BIM, and graphic illustration tools such as 3D Studio Max, Illustrator, and InDesign (preferred).
  • Well-versed in Microsoft packages, including Outlook, Word, Excel, and PowerPoint.
  • Demonstrates a proven ability to thrive under pressure, effectively handle and prioritize multiple tasks and projects concurrently.
  • Recognizes the need for total commitment and flexibility, given NEOM's startup environment with accelerated programs, which may require working additional hours to achieve key strategic targets.

Qualifications


  • Preference for a Saudi national candidate.
  • Bachelor’s degree (Masters preferred) in a relevant design profession such as Master Planning / Urban Design / Architecture / Landscape Architecture / Engineering / Geography / Mapping Sciences, with additional education and/or professional accreditation in GIS and/or BIM systems.
  • A high preference for GIS certification and accreditation with a relevant professional organizations.
  • Professional membership of relevant Institute i.e., GISP, ESRI, AICP, MCARB, MRIAI, RIBA, Saudi Council of Engineers, etc.
  • Minimum 15 years' experience in the design and development of large, multi-disciplinary projects, preferably in the Middle East
  • Excellent communication skills, with high standard of English (oral and written)
