Summary


We are actively seeking a forward-thinking Geospatial (GIS), Systems Automation, and Technology Lead to play a vital role within the NEOM Urban Planning Department's Land Use Committee Secretariat (LUCS). This pivotal position involves spearheading the digital transformation of LUCS services and processes, focusing on the seamless integration of state-of-the-art technology and GIS capabilities into NEOM's overall development framework. The successful candidate will lead the evolution, automation, and integration of core processes, ensuring alignment with the department's vision of interconnected, efficient, and sustainable planning systems. The role requires resilience, adaptability, and effective communication skills to navigate a dynamic, fast-paced environment while collaborating with diverse stakeholders.


The Geospatial (GIS), Systems Automation, and Technology Lead will also oversee the quality control of Geospatial data for land use permits, conducting regular audits to maintain the integrity of the GIS database. This multifaceted role extends to providing technical support to land use permit applicants, contributing to analyses, mapping, and ensuring accurate registration of data in the GIS system. The candidate's proactive approach to technology, innovation, and collaboration is essential to drive high performance and align with the strategic goals of both the department and NEOM as a whole.


Key Accountabilities and Responsibilities


  • Lead the conceptualization, development, and implementation of cutting-edge digital systems and platforms, aligning them with the dynamic needs of the LUCS and Urban Planning Department.
  • Advocate for the automation of essential processes within the Land Use Committee Secretariat, optimizing workflows to enhance overall operational efficiency.
  • Conduct in-depth GIS analyses, generate detailed maps, and interpret geospatial data to provide valuable insights supporting decision-making within the Land Use Committee Secretariat.
  • Ensure seamless integration of digital platforms and systems with GIS capabilities, facilitating comprehensive data interpretation and utilization for strategic planning.
  • Serve as the primary liaison for GIS enquiries between the Land Use Committee Secretariat and internal/external stakeholders, fostering effective communication and coordination for digital and geospatial initiatives.
  • Navigate the ever-evolving landscape of NEOM, adapting swiftly to changing priorities and ensuring timely delivery of projects within the fast-paced environment.
  • Oversee concurrent projects, ensuring they progress on schedule, within defined scope, and adhere to established quality standards.
  • Deliver data-driven insights and recommendations to NEOM's Executive Management, contributing to well-informed decision-making processes.
  • Provide guidance and training to team members on the adoption of new digital tools, processes, and geospatial methodologies, fostering a culture of continuous learning and adaptability.
  • Ensure that all initiatives and projects align closely with the broader objectives of the Land Use Committee Secretariat, the Urban Planning Department, and NEOM's overarching goals.

Knowledge, Skills and Experience


  • Proficiency in designing, implementing, and managing GIS systems and processes.
  • Expertise in GIS platforms such as ArcGIS and similar technologies.
  • Aptitude for automating complex geospatial processes and improving operational efficiencies.
  • Competence and hands-on experience with geospatial data analysis and mapping, leveraging GIS platforms to provide valuable insights for informed decision-making processes.
  • Ability to seamlessly integrate digital platforms with GIS capabilities, emphasizing comprehensive data interpretation for strategic planning.
  • Strong coding and scripting capabilities, such as in Python, tailored for automating GIS-specific processes within digital systems.
  • Effective communication skills, facilitating successful collaboration and coordination with diverse internal and external stakeholders in the context of GIS and technology initiatives.
  • Strong project management skills, showcasing the capacity to handle multiple GIS projects simultaneously.
  • Competence in design thinking for GIS operations, prioritizing user-centric solutions in the development and implementation of GIS systems and processes.
  • Proficient problem-solving skills, adept at identifying challenges and conceptualizing effective GIS-driven solutions.
  • Ability to design and implement comprehensive quality assurance tests for GIS data and applications, rectifying quality issues in both GIS software operation and broader business processes.
  • Previous engagements in cross-business unit collaborations, understanding the broader organizational landscape, and aligning automation efforts with overarching productivity goals.
  • Proficiency in Digital Twin technology, including expertise with ESRI ArcGIS Urban and CityEngine, as well as an understanding of GeoAI capabilities and applications within the ArcGIS platform.

Qualifications


  • Bachelor's Degree In Information Systems, Computer Science, Urban Planning, Geospatial Science, Engineering or field related to technology, project management. A combination of a technical degree with urban or geospatial studies will be advantageous.
  • Preferred certifications in Project Management (e.g., PMP or PRINCE2), Quality Management System (e.g., ISO 9001), or other relevant qualifications related to Business Process Automation or GIS.
  • A Master's degree or higher in relevant fields such as Business Informatics, Geospatial Information Systems, or Urban Informatics would be an added advantage.
  • At least 3-5 years of hands-on experience in process automation, digital systems development, and GIS integration in an organizational setting.
  • Evidence of ongoing professional development through courses, workshops, or seminars in areas like project management, software development, or advanced automation tools.
