Role Purpose
The Manager for Land Use Administration and Control will play a pivotal role in supporting the Director in executing and overseeing various tasks related to land use, project infrastructure, and logistics requests within the LINE team. Reporting directly to the Director, the Manager will contribute to the efficient implementation of procedures, ensure compliance with NEOM Plans and strategy, and support ongoing improvement initiatives.
KEY ACCOUNTABILITIES & ACTIVITIES
As Land Use Administration and Control Desktop Manager, the Candidate will be responsible for:
1. Procedure Implementation and Governance:
- Assist the Director in establishing governance, controls, and approval frameworks within the LINE team.
- Collaborate with LINE disciplines to gather technical and commercial feedback for Land Use requests.
- Work closely with the Land Use Administration and Control team to ensure specialist feedback on clash detection, capability gap analysis, and continual process improvement.
2. Relationship Management:
- Foster trust and positive working relationships with the NEOM Urban Planning department.
- Stay informed about NEOM's Land Use policies and ensure compliance within the LINE region.
3. Land Use Assessment and Review:
- Support the Director in assessing and reviewing proposed land uses and formal Land Use Permits (LUP) applications.
- Engage with internal stakeholders to determine the highest and best land use in alignment with NEOM Plans and strategy.
4. Planning and Presentation:
- Contribute to comprehensive plan reviews and prepare formal written comments and correspondence.
- Assist in the preparation and presentation of recommendations to executive leadership.
5. Policy Development:
- Collaborate with the Director in developing planning policies, guidelines, and standards.
- Work on practices to enhance the quality of spatial data used for land use management within the LINE REGION.
6. GIS and Visualization:
- Coordinate with THE LINE Master Planning team to ensure proper consideration and updates of agreed permanent Land Uses in the LINE/LINE Landscapes DMP.
- Contribute to the creation of capabilities for running visualization scenarios to support the LINE opening programme.
7. Centralised Data Management:
- Ensure the capturing and management of all approved and anticipated Land Use activities in a centralised GIS.
BACKGROUND, SKILLS AND QUALIFICATIONS
Knowledge, Skills and Experience
- Extensive experience (7 years +) in land use administration and control, with a focus on desktop management.
- Proven experience in developing and implementing land use policies and procedures.
- Strong understanding of GIS and spatial data management.
- Excellent communication and interpersonal skills.
- Ability to work collaboratively with internal and external stakeholders.
Qualifications
Bachelor's degree in Urban Planning, Geography, or a related field. Advanced degree preferred.
