Job Description

Summary


To provide expert advice on the assessment, planning, delivery and management of waste and recycling


collection and transportation services to meet the needs of the Resource and Waste Management


department’s objectives in providing quality services to its customers. The services provided will include both conventional and non-conventional collection activities with the requirement to be data driven and making use of latest technologies.


Key Accountabilities and Responsibilities


Planning and Strategy


  • Plan and manage Collection Services within the Resource and Waste Management Department by providing leadership, support and guidance to team members to create a positive can-do work culture.
  • Oversee and ensure that the Department’s core business, strategies and policies are aligned with the planning and delivery of solid waste collection services.
  • Manage the strategic planning and day to day aspects of the solid waste collection service.
  • Provide technical advice to the Director, Collections on such matters as service delivery performance, constraints and risks, complaint management and solution options, technology availability, time and cost, risk analysis, performance monitoring and reporting and input into capital and operational budget preparation.
  • Identify and establish productive key internal and external stakeholder relationships early to assist in the efficient execution of the responsibilities associated with this position.
  • Maintain awareness of leading policy and industry standards, trends and programs for resource collection, diversion and transportation, which may have application to NEOM Resource and Waste Management programs and infrastructure.

Service Delivery


  • Oversee and ensure a customer focussed delivery model to the provision of waste collection services.
  • Contribute to the planning and delivery of an integrated solid waste collection service, which meets applicable service delivery standards.
  • Oversee and plan, deliver, coordinate and ensure the efficient and effective delivery and operation of an integrated solid waste collection service to domestic, commercial, industrial and construction and demolition customers as well as to public realm bins.
  • Oversee the resolution of escalated customer complaints and requests for services.
  • Develop, manage and administer all aspects of an integrated waste collection service including planning and delivery of waste and recycling collection services, fleet and service scheduling, service frequency/optimization planning, collection fleet optimization, implementation and deployment of technology into collection services and advisory on plant and equipment assessment and procurement.
  • Retain a forward thinking outlook whilst, at the same time, be responsive to immediate and/or short-term technical problem solving and advice, particularly to the Resource and Waste Management Department.
  • Undertake on-going analysis of data, trends, and industry standards for waste collection and associated functions to ensure the Resource and Waste Management Department undertakes its operations/services consistently and in compliance with appropriate practices and strategic plans.
  • Develop, manage, improve and ensure an effective and efficient integrated solid waste management collection service to the community and commercial and industrial customers.
  • Ensuring personal safety and the safety of others by following NEOM policies and procedures, cooperating with all reasonable instructions and actively participating in all health and safety training and consultation.

People Management


  • Help instill a culture of development, guidance and performance within Resource and Waste Management Department.
  • Take responsibility, in collaboration with the Director, Collections, for building and maintaining a high performance team.
  • Participate in setting performance requirements and recruiting for key positions across Resource and Waste Management Department.
  • Set performance objectives, provide necessary support, evaluate / appraise staff and provide regular feedback on performance.
  • Promote a high-performance working environment embracing NEOM's values.
  • Develop and implement a program of capacity development for Department staff.

Knowledge, Skills and Experience


Knowledge


  • Preparation of executive level reporting and related presentations.
  • Demonstrated knowledge, expertise and implementation of best practice in the solid waste management industry.
  • Understanding of the development, planning and delivery of integrated solid waste collection services.
  • Understanding of conventional solid waste ‘in house’ or contracted service delivery models.
  • Understanding the use of technological solutions within conventional waste collection services.
  • Understanding of non-conventional waste collection technologies including Pneumatic Waste
  • Collections Systems (PWCS).
  • Solid waste collection contract management and administration.

Skills

  • Demonstrated contract and people management skills that can positively contribute to the

development, growth and maintenance of the Resource and Waste Management department, in


particular solid waste collections.


  • Excellent analytical and written skills.
  • Demonstrated high value contract management skills.
  • Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, and Excel).

Experience


  • Previously held senior management positions in the solid waste management industry including evidence of significant workforce responsibility and development.
  • Minimum of 10 years demonstrated experience in the delivery and oversight of high value, diverse and large geographical area solid waste management collection services.

Qualifications


  • Appropriate tertiary qualification in a degree or equivalent in a relevant subject.
  • Qualifications in people management (preferred).
  • Qualifications in contract management (preferred).
