Job Description & ResponsibilitiesThe Turnover and Completions Manager will work with the Construction Manager and the Construction team to insure the following:
Overall ownership of the Go-Completions HUB2 (or equivalent) Completions System and Database
Accountable to deploy to the project an electronic turnover database and steward document review following established turnover processes
Liaise with Construction Manager and CSU Manager to define and implement the project turnover and Completion philosophy
Responsible for completing GAP Analysis with existing Contractor QA/QC Inspection Test Plan (ITP), identify critical checks / testing that will be monitored through the Systems Completion Process to ensure Systems are handed over, Physically Complete as Designed, Safe, Tight, Clean, Inspected, Tested and Documented. Ensure above mentioned check sheets meet acceptable quality and safety measures. If not, existing ITR’s will be replaced with Air Products proven check sheets/ITRs
Development of Full Construction and Pre-Commissioning Checklist covering all Tagged items within the project scope. Inspect and determine that all parties are completing the required check sheets for specific phases of construction, Pre-commissioning, and completions in compliance with Systems Completions Plan to achieve acceptance
Ensure that all disciplines and departments are aligned with required documentation and procedures for an efficient / flawless Turnover of systems
Schedule / Organize / Lead required bi/tri-party walk downs nearing mechanical completion
Generation and Management of project master punch list by category, populate Systems Completion Database with punch list by System / Sub-System
CCMS Coordinator – Responsible for ensuring correct population the Systems Completions Database by agreed hierarchy i.e. System, Sub-System, Discipline, Tagged Item. Tracking and Reporting of construction and commissioning status of the project, ensure that daily progress reports are generated and accurate
Responsible and Owner of all Systems Completions Certification for handover to Client
Daily contact with System Owners, highlight any potential delays / obstacles that may hinder flawless system handover and highlight same to management
Ensure that all Documents for Client Operations deliverables are developed and delivered prior to equipment start-up
Preparation of project Turnover Manual / Procedure
Monitor & update of Punch lists and test packages into Completions software
Prepare/compile Turnover Packages
Monitor completion of Turnover Systems and pro-actively manage completion of final activities to complete Turnover of Commissioning Systems
Handover of completed Turnover Packages to Client
Ensures the contractor quality and commissioning records, acceptance certificates, mechanical completion certificates and the documentation for specific systems and buildings/areas are prepared and collated in accordance with project requirements
Administers and maintains completion management software
Coordinates with the planning and scheduling department to ensure milestone dates are understood for each turnover and handover area/system
Coordinates with the site QA/QC and commissioning for the completion of as-built turnover and handover documentation
Resolves any discrepancies between the completed milestone, quality and commissioning documentation
Coordinates with the commissioning department to define the scope of work and develop system component (tag) lists
Assist the site subcontractors to compile turnover dossiers as required
Provide turnover and handover progress information for incorporation into project reports
Monitor hydrostatic test packs for incorporation into the completion management system
Monitor and control the status of punch list and exception lists relevant to quality dossiers and walkdowns
Attend the weekly QA/QC, and commissioning meetings
Coordinate any inconsistencies with test packages with the field QC site inspectors
The required Education and Experience
Appropriate engineering degree
20 years construction experience with 5 years in a lead position
Familiar with GO-Completion or similar software
Ideally electrical engineering or power experience
Strong management experience of large multi discipline sites
Team Player
Strong and effective leader and coordinator
Strong reporting and presenation skills
Middle East project experience
Experience of working on camp-based construction sites in remote Middle East locations
Experience of working in multicultural project teams
