The planning process should be kept as simple as possible.  At its core it should ask 3 questions:

1) Where are we trying to go/what are we trying to achieve?

2) Where are we now?

3) What do we need to do to get there?

The answer to question 1 must be end-user requirements, these should be clearly stated objectives.  This is easier said then done however there are many techniques such as storyboarding to reach this point.  It is imperative to achieve clearly stated objectives or planning cannot be successful.

Question 2 can be answered in relation to question 1.  It will identify how much work is ahead of you and leads to the development of project fundamentals such as the scale of how much time and money that will be required to achieve goal.

Question 3 details the paths, mechanics, and inter-connectivities required for undertaking the task.

The core of planning process is " to understand, define the objectives & scope and define the course of action to meet those objectives " .

Planning entails walking through the project and getting it organized before actually doing the work.

The core planning is to enlist all the relevant information of a project in a sequential way with defined controls and timelines along with the desired outcomes of each control item. yes of course this relevant information must be shared with all involved to play their pertaining roles effectively and efficiently. Above all it must embed the required resources smartly defined.
