CONTRACT ENGINEER

(Report to : Contracts & Procurement Manager)

MISSIONS / JOB DIMENSIONS
  • Management of the preparation of the project Services Contracts (QA/QC & HSE, Marine Warranty, Insurance, PO,etc…) and Long Lead Items Contracts, as necessary, in close coordination with the Engineering Manager, PackageManager/Leader and discipline engineers.
  • Issuance and follow-up of the Call For Tender to all bidders including coordination of the bidders qualification.
  • Assessment of all tenders and preparation of the recommendation to award to internal Committee and external stakeholders.
  • HSE high behaviour as per the company’s standards.
  • Administration on a daily basis of the Contracts in his/her portfolio till project close out.
  • To protect CPY in all contractual activities (including Variation management) in order to avoid any claim.
  • Assistance to the C&P Manager in implementation & management of C&P referential, supply chain process, procedures, tools, reporting and KPI.
  • Assistance to contracts engineer team on al C&P methods topics in coordination with HQ and Affiliate.

ACTIVITIES
  • Preparation of tendering dossiers (technical Exhibits, General and Particular specifications), bidders qualification process, issuance of CFTs to market, management of clarification / negotiation phases, evaluation of contractual and commercial proposals and issuance of final Recommendations to Award, including Due Diligence process.
  • Preparation / coordination of the final set of contractual / commercial / technical documentation for the relevant contracts.
  • Preparation and follow-up of the associated internal Commitment process, as Affiliate & Corporate Contract Committees.
  • Preparation and follow-up of external approvals with Partners and National Authorities, as needed.
  • Contractually and commercially administrate/manage the awarded Contract(s), during execution phase, and liaise actively with relevant technical specialists for the technical management of Contractor(s).

Assistance to the C&P Manager in the followings tasks:
  • Organize, update, implement procedures and Group Company Rules/referential relating to contracting activities in an efficient manner.
  • Analyze the procurement process and identify improvements opportunities.
  • Organize and structure documentation and archiving of the entity.
  • Ensure the timely preparation, consolidation, analysis, issuance, and update of the master procurement planning in alignment with the budget and operations, in tandem with the Affiliate C&P team.
  • Propose, implement and follow-up action plans related to audits (MAESTRO, IMPACTS…).
  • Monitor and propose improvements of duets efficiencies.
  • Support Contracts Engineers in their duties.
  • Support Contract Engineers and buyers in contract and PO preparation (if any).
  • Ensure proactive QA/QC of the entity documents and processes (CFT/RFQ, Contract
  • committee presentations, templates…).
  • Ensure compliance of the C&P processes and procedures with all internal company rules and all applicable laws and regulation (JV rules, Country laws...).
  • Ensure the good administration and filing of all documents, including in Agora.
  • Coordinate the need of suppliers pre-qualification/qualification with Affiliate and HQ.

Analysis/Reporting/ Performance Monitoring (KPIs, Reporting, Controls) of all C&P activities:
  • CFTs progress Dashboard,
  • Consolidate and implement on a monthly basis reporting,
  • Ensure the implementation of client tools and make sure of their efficient appropriation,
  • Act as the focal point for continuous optimization of all electronic tools / systems used.

In general:
  • To promote HSE culture within the project and his/her activities. Lead by exemplarity to have the team membersand colleagues adhering and contributing.
  • To ensure that safe and ethic working practices are carried out within the activities that he/she is managing or interfacing with. To guarantee the compliance on his/her activities and impose strict confidentiality with regard to the contractual & commercial documentation managed.
  • To participate in reducing contractual risks associated with interfaces with others packages and highlighting potential risks occurring during the execution of the contract.
  • To ensure that clear and accurate records of contractual matters are maintained and monitor key dates, against dates defined in the contracts.
  • To ensure regular reporting to Contract & Procurement Manager of the administrated Contract activities.
  • To participate to KPI/objectives development.
  • To participate to suppliers and contractors evaluation and follow up.
  • To be active in the cost culture deployment and development within the project. To be in particular the sponsor of this culture within the Package of the contract administrated.
  • To work by anticipation.
  • With the spirit of the company’s values, to establish and manage his/her activities motivating his/her counterparts and to work diligently to meet the targets of the Projects.
  • To promote innovation as far as compatible with good enough approach for all activities. To seek optimization and savings all along the different phases of the project. To focus on costs without impairing QHSE objectives.
  • To keep the C&P Manager, the Package Manager and all relevant parties informed regarding ongoing activities status. To advise the Project /Package Managers on relevant actions/decisions.

QUALIFICATIONS AND EXPERIENCE REQUIRED
  • Degree: Legal counsel, Engineer (or equivalent formal qualification) or Management School
  • Experience in a similar position: 15 Years practical, relevant and progressive experience in preparation, negotiation, monitoring of complex technical contracts in the onshore and/or offshore oil & gas industries, with at least 5 years’ experience in a C&P Method role.
  • Ability to work in a multi-cultural business environment.
  • Good interpersonal and communication skills.
  • Language: English as mother tongue or Fluent in English (speaking and writing), French and/or Arabic language is a plus.
  • Recent Working experience for the client’s projects and/or for projects in Iraq will be an added advantage
