Job Description

Job Purpose

Under the authority of the Senior Finance Manager & the CFM – Budget Management unit Sr. Finance Officer  will be in charge of supporting the Senior Finance Manager or the CFM in his/her functions. More specifically, s/he will be in charge of the implementation and follow-up of financial management, control tools and Audit.


Objectives


  • Support the Senior Finance Manager or the CFM in budget preparation and contractual review.
  • Consolidate and follow-up the Financial Internal Control tools and Financial Reporting.
  • Participate in the preparation and follow-up of external audits of donors and due diligences;


Duties & Responsibilities


1.      Implementation and Follow-Up of Financial tools

  1. Allocations
  2. Update the monthly Allocation Tables [SR1] for shared running costs and staff Time Sheet (monthly and upon new contract/grant signature as well).
  3. Budget Control and Funding Structure
  4. Update the monthly BFU for the projects of the Area in collaboration with the AC/DAC ,PMs, and Finance
  5. Provide an analysis of ACTED resources to be funded on new proposal
  6. Identify funding gaps and risks
  7. Prepare proposals in cooperation with the several stakeholders
  8. Proceed with any requests for change, Cost Extension, No Cost Extension, etc..
  9. Support in the monthly non-allocated expenses


2.      Financial Reporting preparation and support

  1. Ensure the preparation of Financial Reports to donors, crosscheck allocation tables with the financial reports and update the allocation tables accordingly, if needed
  2. Plan, consolidate, draft & crosscheck with Project Development Department (PD) financial reports when requires (ad’hoc, interim and final), respecting contractual deadlines and rules such as flexibility, eligibility and liquidation period etc.
  3. Follow-up payments from donors and financial project close-out (contract liquidation)
  4. Any other analysis on project requested by donors, PD, MEAL, etc…


3.Participation in the Midyear and Annual Finance Closures process

  1. Under the supervision of the Senior Finance Manager or the CFM  support the preparation of the v2 Closure (ATROCE: Final reports, SAGA allocations checking, reallocations, instalments from donors and cash tracking, ACT review) to ensure a smooth freezing of the accounts[SR1] 


4.      Compliance:


  1. Prepare the project ledger and any other data required for the donor audit
  2. S/he must be familiar with the external audit procedures for each project implemented and ensure that they are properly prepared, implemented and monitored. S/he must independently:
  3. Identify and communicate risks, draft lessons learned and propose recommendations to be incorporated into the management of Finance
  4. Address the recommendations in the audit reports and share them for validation to Sr. Finance Manager or CFM


5.Team Work:

  1. Team support, including potential field missions for trainings and gap fillings, as well as participating in the capacity building of the team in Amman when requested by line management or CFM
  2. any other tasks requested
