it depends on the type of member you are going to design, for columns and walls ETABS excels, for slabs, beams and foundations SAFE is a good choice. Applications away from CSI's products include STAAD PRO which is well known for designing steel members.
The best softwares which I know are ETABS and STAAD PRO.
