The second option "Job portals" can be the best, you can find throgh it candidates for any job you may need.

Option "B" will be good.
Where you can find the candidates as you want.
I mean you can identify as per the required skills.

Recruitment Agencies, would be expensive specially that it would be easy to find

A.I agree with option A.Through news papers one can get good talented middle level employees.Because it gives the employer a chance to interview directly the prospective candidates without undue influence of middle men.
