Individuals with desire and high interest level in professionally understanding others NEED and providing solution for the same with the help of self acquired knowledge, skill sets and a participative approach. Involving a process of sharing knowledge and learning. 

Most important is finding people who are willing to pay for your services and experience ,otherwise your are not ready to be a consultant.
