I would say all what you have mentioned above must be included in your CV, but you should always focus on highlighting your achievements throughout your job experience to add a competitive edge and differentiate yourself from other applicants. Because employers want to know what will you add to their organization if they hired you.

Knowing these two goals, that’s where “focused resume” comes in.  You must focus your job search and therefore your resume on1 or maybe2 position-types.  That means you must display only the key elements of your background that directly relate to that position.  For many job seekers, that sends a chill down their back because many people think that will limit their ability to get a job in any reasonable timeframe.  Many job seekers launch their job search with a generic resume which nicely spans all sorts of skills and results and seek “something” that sounds good.  That process will not work.

I agree that in CV there should be all points listed above, but as nowadays on average prospective employers spend only9 seconds to look through your CV, in my opinion it is more important to spend time of thinking how to grab employer's attention. In my CV my qualifications, previous experience, skills are summed up in two sentences in the very beginning. 

Actually it depends on which resume style suits your work history. For example, if you have a gap in work history then you must follow Functional style which starts with Highlight of Qualifications, Skills (Management, teamwork, organization, time management, and financial skills), Employment History IN BRIEF, Education, and Certificates. 

However, if you do have long experience with NO gap, then the best resume style is Chronological style which starts with Highlight of Qualifications, Employment History IN DETAILS, Education, and Certificates. 

In conclusion, try to focus on skills if u do have less experience or have a gap in work history, otherwise, start with achievements and work history followed by education and certificates.
