It depends on if the university hire professors that were educated abroad in accredited universities. I don't know who the staff are in all of the universities in the Arab world, but can say that if they are trying to meet western stardards of education then they are just as competative .
The best are King Saoud and Kind Fahd according to topuniversities.com but they are between 150 and 200 in the world
Most best colleges are found in UK, USA, Korea and China and the top 50 also includes these countries with Arab colleges at around positions 30.
