Purpose of the job



Ensure that Orange Egypt's real estate investment is protected to the greatest extent through professional, effective, and prudent management of building and shop operations, the expense base, and an effective premises strategy. Act as a focal point in receiving, analyzing & and implementing different departmental & and client requests related to buildings and shop operations, maintenance, repairs, & and cleaning.

Duties and responsibilities



Planning, Organizing, and Budgeting Developing, implementing, and managing the Operation & Maintenance, and cleaning services for the portfolio to support the Orange Egypt business plan including but not limited to the core environment of transmission room, data rooms, paper, buildings, shops, and warehouses. Preparing annual budgets for a managed portfolio of Operation and maintenance and cleaning services of capital works and expenses; monitoring expenditure against plan and preparing variance analysis reports. Co-manage annual budget of about EGP 12,500,000 for managed portfolio of cleaning & and housekeeping of total area is around 100,000 SQ.M Implementing a full facilities management program utilizing and coordinating contracted services including a full cleaning & and housekeeping management program and vendors engaged in fabric, plant, and equipment maintenance. Implementing and managing an Environmental Strategy to include minimum energy management and sustainable procurement. Managing Four outsourced contractors Cos including around 500 members. Participating, reviewing, and validating design and construction documents related to O&M Projects Functional Management Using planned preventative and cyclical maintenance protocols and cleaning protocols to ensure Orange Egypt obtains the best value for money whilst also ensuring the value of Orange Egypt's non-technology assets is maintained. Management of all aspects of outsourced Contractors' and subcontractors' resources including performance measurement through the development and utilization of Service Level Agreements and Key Performance Indicators including invoices and financial issues. Inventory management of Orange Egypt's non-technology assets including reporting to local financial control teams and auditors. Ensuring compliance with Orange Egypt's Properties and Facilities Operating policies and procedures, Health and Environmental standards, and all related local regulations. Employing continuous improvement techniques to work toward minimizing/eliminating health, safety, and environmental risks to staff, clients, and contractors as well as to premises and assets. Drafting contracts & and SLAs for Facility Management including but not limited to terms & and conditions, response times, liabilities, etc. Conduct contract administration & and negotiations with service providers & and landlords to achieve the best SLAs & and benchmarking. Relationship management with Landlords on all O&M aspects Managing and maintaining a reactive maintenance facility including help desk & and emergency response plans Measuring O&M customer satisfaction Quarterly and issuing related reports. Management of spare parts utilizing dismantled stored spare parts from the warehouse to act as a replacement for purchasing and Managing the O&M spare parts control, handling, and receiving. Plan and reschedule action plans to ensure the optimum performance so that both customer satisfaction and O&M teams objectives can be met. Management technical due diligence for new premises including assessment design and construction documents, site support till operation and maintenance take over Management of major O&M projects such as but not limited to O&M testing & and commissioning of office buildings, kick-off on operations in new premises, evacuation & and reinstatement of premises, etc. Project managing small moves and building infrastructure replacement /upgrade projects. Provide reporting and updates to Orange Egypt Risk Management on all matters relating to building insurance. Maintenance of Properties & Facilities Continuity of Business plans, and close coordination with Continuity of Business plans for Orange Egypt's business. Liaising with Building owners, Managing Agents, and tenants (if any) on all aspects of Operation and maintenance Activities especially to lease obligations and building resilience. Providing ad hoc reports to Properties and facilities management. Performing Periodic audits on all O&M activities done by the subcontractors in the Buildings and Shops including office types of equipment and cleaning tasks based on the scheduled audit plan. Following up the support contracts of O&M contractors to ensure optimum output Develop and maintain O&M documentation such as PM, CM, and solutions. Conduct procurement activities of shortlisting & and prequalification of cleaning vendors, and perform full-scale tender procedure from RFP issuance till awarding & and kick off on operations Managing contracts & SLAs related to Cleaning & House Keeping activities works for all Orange Egypt Managing all Cleaning & House Keeping activities with the O&M contractors in all orange Egypt premises 24/7 including the On-Call urgencies Adopting a creative and proactive approach to cleaning & and housekeeping to go beyond customer expectations and contribute to Orange Egypt's overall objectives. Defining & and arranging Orange Egypt's requirements of the House Keeping activities which include cleaning services & and consumables, marble & and granite treatment, pest control, and plant maintenance works for all ECMS premises including all the national shops, switches, warehouses, administrative buildings, and regional offices.

People Management



Line Management responsibility for the operation and maintenance of outsourced staff engaged in the buildings and shops Operations Management function. Interview and select involved outsourced staff via facility management contracts. Provide coaching for outsourced staff under facility management contracts. Conduct regular performance and competency evaluations for outsourced staff under facility management contracts. Conducting proactive Vendor Management in line with Orange Egypt procedures; including maintenance of approved vendor list, tendering, awarding, and monitoring of contracts, and any other procurement activity related to the Operation and Maintenance Management function.

Job specification



Education



Education: Any bachelors degree preferable in Engineering / Mechanical or Electrical

Experience



Minimum 7 years of experience; 5 of which in the fields of Facilities / Asset Management in a managerial role. Knowledge of local regulations and building control authorities policies/procedures. Knowledge of local vendors/contractors and their best practices Comprehensive knowledge and expertise in building systems. Good working knowledge of practical Health and Safety within the built environment. Practical Experience in Procurement activity especially in the specification of services contracts and fabric, plant, and equipment replacement. Good experience in an International Corporate environment, including building/property management and maintenance management. Practical Experience in contract administration. Broad knowledge of other related disciplines e.g. Space planning, facilities management, building regulations, and best practices.

Skills and abilities



Excellent communication skills and fluency in both Arabic & and English. Experience in using Microsoft Office software in a business problem-solving context. Strong analytical skills. Experience in financial management and budget control.* Project Management of sm
