Experience is defined as the accumulation of knowledge or skill that results from direct participation in events or activities. This is a direct dictionary definition. Hiring someone for a job is dependent on various factors, I.E. experience and or qualification and job requirement.
For many, a university degree is not an option due to financial constraints. I was a victim of this.

a Qualification is mandatory is some fields of work and not so much in others.
If you want immediate results, hire based on experience. If you are prepared to groom the candidate into what the position requires, hire based on qualification.
